DMV Halting Renewals Until the State has made Changes to the Vehicle license Renewal Fee Structure

The 2009 temporary increase in vehicle registration fees is set to expire July 1, 2011. This increase is equivalent to .65% of the value of the vehicle.

Part of the Governor's FY 2011-12 budget is predicated upon the possibility that the legislature or voters approve an extension of this higher rate beginning July 1, 2011. While a ballot for these purposes has failed to be approved for June, the Governor's Office wants to keep the option open that the Legislature could approve this extension without voter approval.

Thus, DMV has been asked by the Brown Administration to withhold sending renewal notices to motor vehicle owners with registrations due after July 1st until this opportunity has been exhausted. Until there is some certainty about the actual registration rates applicable to vehicles (i.e. add the .65% or not), nobody will be getting renewal notices between now and July 1st at the latest.

I guess-timate that approximately 2.5M vehicles need to be registered each month total (more than half of these will not need Smog certs due to biennial program). If they stopped sending renewals at end of April and may not start again until end of June, this delayed response could mean a drop-off of as many as 1M vehicles getting smogged per the months of May and June. This would be offset by an increase of an equal amount seeking smogs in July and August. Not good for industry nor consumers.
